Dialing Issues The TARGET system provides considerable controls over how telephone and fax numbers are dialed. There are several interacting controls as detailed below. The control code FAXTEL is used to establish the area code and exchange from which we are dialing faxes. In the absence of any other controls, the local vs. long distance decision is made by matching the area code to be dialed against the area code in FAXTEL. If they match, the number is "local"; if not, it is "long distance." The control code FAXLDD gives the dialing prefix to be used for dialing long distance calls. In the US and Canada, this is normally just a "1." The control code FAXLOC gives the dialing prefix for local calls; this is normally blank (ie: don't dial anything special). The code FAXFOR is used to control the access to foreign dialing and is usually set to "001." Here are some examples of how these interact: FAXTEL     973-625-3166 FAXLDD     1 FAXLOC     (blank) Fax Number     Dialed     Why 973-321-1111     321-1111     Local, FAXLOC Blank 201-333-2222     1-201-333-2222     Long Distance, FAXLDD Says Dial 1 First Suppose your phone system requires dialing a "9" to get an outside line; just set FAXLDD to "9,1" (the comma means wait 2 seconds) and FAXLOC to "9,". If you need to wait for a second dial tone, set FAXLDD to "9w1" and FAXLOC to "9w". (The "w" means wait for a dial tone). If you have some exchanges in another area code that are considered local, you may use "Local Exchange Maintenance" in the BACK OFFICE, SYSTEM CONTROLS MENU to set these up. This also allows setting exchanges in your area code to be considered long distance. Just enter the area code and exchange, then specify if this is to be considered local. For numbers specified as local using "Local Exchange Maintenance" there is a further system control, LXCHAC which specifies if the area code is to be dialed on numbers specified as local by this process. Note that finding a number in the "Local Exchange Maintenance" takes priority over the normal rules; this means that if FAXTEL is 973-625-3166 and 973-625 is entered as a local exchange, the LXCHAC rule will apply to it. Other exchanges in 973 that are not specificially listed as local exchanges will use only FAXLOC and not the area code no matter what the setting of LXCHAC is. As an example, suppose you are in area code 333. Nearby exchanges must be dialed with just seven digits while other exchanges in 333 must be dialed with the area code, but not the long distance "1" leader. To set this up, you should make the following entries: FAXLDD 1 FAXLOC (blank) LXCHAC Y In "Local Exchange Maintenance", enter all exchanges that are in the area requiring the 10-digit dialing and mark them as local. Now suppose you are in an area that requires dialing a "1" leader on al calls within you area code, but requires the area code only on some exchanges. To do this, set the following: FAXLDD 1 FAXLOC 1 LXCHAC N FAXTEL 999-999-9999 In "Local Exchange Maintenance," enter all exchanges that are in the area requiring only 7-digits (plus the "1") dialing and mark them as local. Note that setting FAXTEL to area code 999 means that all calls will be considered as outside your areacode and this will get the "1" from FAXLDD unless the area code and exchange is listed in the "Local Exchange Maintenance." Fortunately, there are only a few areas of the country that require all these controls. The normal situation is that calls within the area code require on seven digits and all other calls require the "1" plus ten digits. The normal setup for this is the default values plus your actual fax number as shown below.
